PARI and Windows/DOS

Apparently, under UNIX one can use PARI as a library that can be called by C
or C++ programs. Is this also possible under Windows 95 or under DOS? That
is, using a computer running Windows 95 (or DOS) can I write C or C++ programs
that can use PARI functions or commands? What do I need to do so as to be
able to do this?
