echoing on startup

Hi, I have a few lines in my
.gprc files, including the line
read "mylibrary".  The last line
of .gprc is echo = 1.  How come
it echoes on the startup everything
it's reading from "mylibrary"?  I mean, I understand,
that it must be starting to read from "mylibrary"
after it had read the whole .gprc file, but is it
how it was designed to be?
