online HTML docs

Dear PARI developers,

I have spent a few hours putting back online the extended help in HTML
format, updated for soon-to-be-released 2.8.0. These are translated from
the TeX documentation by gphelp and gphtml¹, both recently improved but
still far from perfect :-)

Two variants are available

  http://pari.math.u-bordeaux.fr/dochtml/html/

  http://pari.math.u-bordeaux.fr/dochtml/ref/

The contents are essentially identical, corresponding to Chapter 3 in
the user's manual.
