I think the problem was a badly made "make snapshot", because that is how I transferred the files to that machine.

I noticed that the "snapshot" target has no dependencies in the Makefile, that might be the problem?

snapshot:
    config/settar $(VERS) snapshot

I think that the "snapshot" target should depend on doc/usersch3.tex (and possibly other files which are needed for a source distribution)
