Done.

There's still a distinct possibility to remove the overloading of subst and
use another name for this functionality [~ maple's algsubs ], e.g substalg or
whatever (as proposed by Bill and others).

But the corresponding routine should also handle power series (esp. since the
corresponding GP code is necessarily messy & inefficient).
