Does typing ' ' (space) after the caret work ?  [ i.e does ^ behave as a
dead key to normally input accented characters ? ]

What are your primary language setting (dutch?) and physical keyboard layout ?
( from the Shift-6 above, I guess a standard US keyboard, but please
confirm that )

It's a known bug/problem in readline under Cygwin, but it hadn't been
reported for a while so I hoped it had gone away...
