TODO file as it is now is a bit convoluted and hard to read.  It's
also not easy to reference items from it in postings.  Is it possible
to organize it so that I can say, for example, general/3, or
documentation/4?  The next step would be to use bugzilla for bug
reporting, but I think we lack resources to have this established.
